The Government of Grenada has introduced new legislation aimed at strengthening border security and improving the way passenger information is collected, shared and protected.
The Advance Passenger Information and Passenger Name Record Bill, 2026, seeks to create a legal framework for the handling of passenger data for people arriving in, departing from, or travelling through Grenada by air or sea.
The proposed law is part of a wider Caribbean initiative developed through the Caribbean Community (CARICOM) and builds on the CARICOM Advance Passenger Information System (APIS), which has been in operation since 2007.
Under the legislation, authorities would be able to collect and process Advance Passenger Information (API) and Passenger Name Record (PNR) data to support passenger screening, risk assessments, and efforts to prevent and investigate serious crimes, including terrorism.
The government said the measure is intended to bring Grenada’s passenger data management system in line with international standards while enhancing cooperation with regional and international security partners.
The bill provides for the establishment of a Passenger Information Unit (PIU), which would oversee the collection and management of passenger data.
