After nearly 20 years on the run, a 61-year-old man wanted in connection with a 2006 shooting in St Thomas, Jamaica  has been arrested and charged.
Detectives from the St Thomas Criminal Investigations Branch arrested Collin Mowatt, otherwise called ‘Tumpa’ or ‘Tumpa Dragon’, on February 26.
Police said that about 1:30 pm on January 24, 2006, Mowatt approached a woman with two firearms and shot her before fleeing the parish.
In December 2025, police in St Ann intercepted Mowatt in connection with another firearm-related case.
Further investigations and forensic evidence later led detectives to execute a warrant for his arrest in relation to the 2006 shooting.
Mowatt was charged with shooting with intent, wounding with intent, illegal possession of firearm and illegal possession of ammunition.
Commanding Officer for St Thomas, Deputy Superintendent of Police Rohan Ritchie, praised the efforts of the Jamaica Constabulary Force in apprehending Mowatt after nearly two decades.
“We often hear the cliché of ‘the long arm of the law,’ and in this instance, that arm reached back twenty years. The cohesive, collaborative and decisive efforts of the Jamaica Constabulary Force, stretching across divisional borders, remain on full display as we continue to build upon the public’s confidence,” said Deputy Superintendent of Police Ritchie. “I want to also commend the hardworking St. Thomas CIB team, whose diligent investigation and action ensured these charges were finally laid,” he added.
Mowatt is scheduled to appear before the court on March 6, 2026.
