Ten Panamanian citizens have been arrested in Havana for alleged acts of propaganda against the constitutional order in Cuba.

Authorities said the arrests took place on February 28, 2026, and relate to offences regulated under Article 124 of the Penal Code.

Preliminary investigations indicate the individuals were allegedly instructed to travel to Cuba to create signs containing subversive messages deemed contrary to the constitutional order.

Officials claim that after carrying out the activity, the group was expected to leave the country and, upon returning to Panama, receive payment ranging between 1,000 and 1,500 dollars each.

According to authorities, the accused admitted to carrying out the acts in the capital during the early hours of February 28.

Investigations into the matter are ongoing.
