Jamaican police have charged two municipal officials following the alleged seizure of approximately 20.5 pounds of cocaine at the Sangster International Airport on January 16.

Charged are 40-year-old Trevon Clayton, Chief Financial Officer at the Saint Ann Municipal Council, and 42-year-old Latoya Hemmings, Senior Managing Accountant at the Trelawny Municipal Council of Spicy Hill.

Clayton resides in Falmouth, Trelawny, while Hemmings is a resident of Spicy Hill, Trelawny.

According to a Jamaica Constabulary Force (JCF) statement, Clayton and Hemmings were travelling together and checked in for a flight destined for New York, United States, about midday on Friday.

During a security screening, the two were stopped and searched. 

Law enforcement officials allegedly discovered packages of cocaine in luggage belonging to both individuals. 

Investigators also seized a sum of US currency from Hemmings’ handbag.

Both officials were detained at the airport. 

JCF claimed Clayton subsequently admitted to ingesting cocaine pellets. He was transported to a hospital, where he remains under police guard. 

Police said he has expelled 82 pellets of cocaine thus far.

On Monday, January 19, police formally charged Hemmings with conspiracy, possession of criminal property, and multiple counts of possession of, dealing in, and attempting to export cocaine.

Clayton has been charged with conspiracy, possession of cocaine, dealing in cocaine, and multiple counts of attempting to export cocaine. 

Authorities stated that additional charges are pending against Clayton as he remains under medical observation.

Hemmings is scheduled to appear before the Saint James Parish Court on Friday, January 23, 2026. A court date for Clayton is currently being finalised.
