The Cayman Islands government has approved new visa regulations aimed at strengthening border security and improving traveller screening, with the measures set to take effect on April 2, 2026.

The amendments to the Customs and Border Control (Visas, Entry and Landing) Regulations were approved by Cabinet as part of efforts to prevent the territory from being used as a transit point for irregular migration while maintaining compliance with international standards.

Under the updated rules, nationals of Peru and Venezuela will now require visas for both entry into and transit through the Cayman Islands. Meanwhile, nationals of Haiti and the Dominican Republic will be required to obtain transit visas when passing through the territory.

Minister for District Administration and Home Affairs Nickolas DaCosta described the move as a proactive step to safeguard the country’s borders.

“These amendments represent a proactive and essential measure to safeguard our borders and uphold our international obligations,” he said, adding that the strengthened framework will help ensure the Cayman Islands are not exploited for unlawful migration.

The updated regulations also formalise the existing schedule of visa fees and extensions, although no changes have been made to the cost.

At the same time, the government introduced several exemptions to facilitate legitimate travel. These include cruise ship passengers making short transfers within 24 hours, as well as operational crew such as airline staff, private jet crews and air ambulance personnel.

Director of Customs and Border Control Bruce D. Smith said the changes will enhance the territory’s ability to screen travellers and manage risks without disrupting legitimate movement.

“These regulatory updates strengthen our operational capability to effectively screen travellers and manage risk at our borders. CBC remains committed to facilitating legitimate travel while ensuring that appropriate controls are in place to protect the Cayman Islands,” Smith said.

Officials are encouraging travellers to review the new requirements ahead of implementation, as the government moves to maintain what it describes as a secure and well-regulated border system.
