PHILADELPHIA, United States — A Trinidad and Tobago woman and a Haitian man are among four non-citizens charged with election-related offences in Pennsylvania as the Trump administration steps up its efforts to investigate alleged non-citizen voting in the United States.

Sade Guppy, 37, a Trinidad and Tobago national and lawful permanent resident, was charged with one count of voting as an alien.

According to the US Department of Justice, Guppy allegedly voted in Philadelphia County during the November 2022 general election despite not being a US citizen.

If convicted, she faces a maximum sentence of one year in prison, one year of supervised release, a fine of up to US$100,000 and a US$25 special assessment.

Cliff Sanon, 39, a Haitian national residing in Philadelphia, was charged with one count of submitting a fraudulent voter registration application.

Prosecutors allege that Sanon submitted a voter registration application in Philadelphia County in February 2026, ahead of the May 2026 primary election, despite being a Haitian citizen and not a US citizen.

The complaint further alleges that the application was among eight fraudulent voter registration applications submitted by Sanon.

It also alleges that he voted in the November 2022 election.

If convicted, Sanon faces a maximum of five years in prison, one year of supervised release, a fine of up to US$250,000 and a US$100 special assessment.

The other two people charged are Mexican nationals Dilea Ochoa-Perez, 43, and Eduardo Gallardo Maldonado, 66.

Ochoa-Perez was charged with two counts of voting as an alien, while Maldonado was charged with one count. Prosecutors allege that both voted in US elections despite not being American citizens.

“These cases were investigated by Homeland Security Investigations,” the Justice Department said, adding that the charges and allegations contained in the criminal complaint and information are accusations and that every defendant is presumed innocent unless and until proven guilty in court.

US Attorney David Metcalf said the cases demonstrate the federal government’s position that non-citizens who vote illegally will face prosecution.

“Our sovereignty as a nation belongs to the American people and no one else,” Metcalf said.

HSI Philadelphia Special Agent in Charge Nathan Abel said unlawful ballots can undermine confidence in the election process and diminish the voices of American citizens.

The Pennsylvania cases come as the Trump administration has made investigating alleged non-citizen voting a major enforcement priority.

In an Associated Press report, Homeland Security Investigations senior official Matthew Millhollin said this week that the administration’s nationwide effort had resulted in about 1,600 voter-fraud cases and 160 arrests between January 2025 and September 2026.

The Justice Department separately said it had charged 70 people since the start of the administration with unlawful voting and registration offences.

The figures cover the administration’s nationwide enforcement effort and are not specific to Pennsylvania.

AP reported that the number of cases represents a small fraction of the more than 211 million active registered voters in the United States.
