Dr Saheed Sulaman

Dr Saheed Sulaman, Deputy Director General of the Guyana Civil Aviation Authority (GCAA), has been elected chairman of the Association of Caribbean States (ACS) Special Committee on Transport, marking the first time Guyana has held the position.

The election took place during the 31st Extraordinary Session of the ACS Ministerial Council on June 21.

Sulaman will serve as chairman for the 2026–2027 term.

The Association of Caribbean States is made up of 25 member states and 10 associate members and works to strengthen cooperation and connectivity across the Greater Caribbean.

As chairman, Sulaman will lead the committee’s work to improve regional transport links, promote sustainable and resilient transport systems, and strengthen cooperation among ACS member states.

Sulaman has nearly two decades of experience in aviation. 

He has negotiated more than 50 air services agreements covering over 75 countries, served for more than 15 years on CARICOM’s Technical Negotiating Team on Air Services, previously served as vice chairman of the ACS Special Committee on Transport, and was appointed an International Civil Aviation Organisation (ICAO) Global Ambassador in 2025.

Director General of the Guyana Civil Aviation Authority, Lt. Col. (Ret’d) Egbert Field, said the appointment reflects the confidence regional partners have in Guyana’s leadership and technical expertise.

“Our Deputy Director General’s election as Chair of the ACS Special Committee on Transport is a proud achievement for Guyana and the Guyana Civil Aviation Authority. It reflects the growing confidence that our regional partners have in Guyana’s leadership, technical expertise, and commitment to regional integration. I am confident that his collaborative approach will strengthen partnerships, promote practical solutions, and bring the countries of the Greater Caribbean even closer together in building a more connected, resilient, and sustainable transport system,” he said.
