Saint Lucia has appointed its first-ever Coroner following the establishment of a dedicated Coroners Court within the jurisdiction of the Magistrates’ Courts.

The Judicial and Legal Services Commission has appointed Desma Charles to the newly created position, marking a significant development in the country’s justice system.

The Government said the establishment of the Coroners Court comes in response to the growing need for a specialised judicial mechanism to examine deaths occurring in unnatural but non-criminal circumstances, including deaths in custody, fatal accidents, suspected suicides and other public safety-related matters.

Officials said the Court will help families, the public and relevant agencies obtain answers concerning unnatural deaths, while also assisting state authorities in identifying systemic risks and broader public safety concerns.

Previously, responsibilities under the Coroners Act were shared among Magistrates, as Saint Lucia did not have a dedicated Coroner’s office.

The appointment follows Cabinet approval granted in January 2025 for the creation of both the Coroners Court and the post of Coroner.

Prime Minister Philip J. Pierre, who also serves as Minister for Justice, referenced the initiative during his 2026/2027 Budget Address as part of broader efforts to strengthen the justice system.

“In addition, we are investing in the establishment of a Coroner’s Court, strengthening our ability to conduct timely and thorough investigations, and enhancing public confidence in the administration of justice,” Pierre stated.

The Government said additional appointments, including administrative staff and a specially appointed investigator responsible for conducting inquiries into unnatural deaths, will also be made to support the operations of the Court.

Officials described the establishment of the Coroners Court as a major advancement in judicial modernisation and institutional accountability in Saint Lucia.

Further details regarding the commencement of sittings and operational procedures of the Court are expected to be announced at a later date.
