Phoenix Park Gas Processors Limited (PPGPL) of Trinidad and Tobago, along with GuyGas Incorporated of Guyana have been selected as the preferred operator for Guyana’s Gas-to-Energy Natural Gas Liquids (NGL) plant.

The Office of Guyana’s Prime Minister (OPM) said the companies ranked highest following a competitive procurement process and will now enter negotiations for an operations and maintenance agreement for the Phase One NGL facility.

The selection comes as Guyana moves closer to bringing its landmark Gas-to-Energy project fully online. 

The NGL plant is expected to begin operations in the first quarter of 2027 and forms part of a wider facility designed to use natural gas from the Stabroek Block to produce electricity while recovering valuable liquids such as propane, butane and pentanes-plus.

Five proposals were submitted during the tender process, which was advertised in January 2025, and were evaluated based on technical, administrative and financial criteria. 

According to the government, the PPGPL-GuyGas proposal received the strongest overall assessment, including the highest technical score and the most favourable commercial offer.

PPGPL, which operates natural gas liquids facilities regionally, will lead the operations and maintenance of the plant, while GuyGas Inc. will support local participation and the development of Guyanese workers.

The government said a major part of the agreement will focus on building local capacity, with plans for training and knowledge transfer to allow more Guyanese to eventually take over key operational roles.

Meanwhile, Siemens Energy has already been selected as the operator for the project’s 300-megawatt combined-cycle power plant and related facilities. The company will coordinate operations across the integrated energy facility, including the NGL plant.

OPM said the agreement with PPGPL and GuyGas will only cover the operation and maintenance of the NGL plant and does not include LPG bottling, marketing of NGL products, or future storage and offloading facilities, which are being pursued separately.

Before the agreement is finalised, the arrangement will undergo further technical and legal reviews.

The Gas-to-Energy project is one of the Guyana government’s major energy initiatives and is intended to reduce electricity costs, improve reliability and create new opportunities within the country’s growing energy sector.
